La práctica parlamentaria reciente en el contexto de la iniciativa legislativa exclusiva del Presidente de la República
Resumen
Este trabajo presenta un análisis de la práctica parlamentaria desarrollada a través de los diversos mecanismos que detentan los órganos colegisladores en el proceso de formación de la ley en el contexto de discusiones relativas a la iniciativa legislativa exclusiva del Presidente de la República. Estudia la tensión existente entre el Legislativo y el Ejecutivo, la forma en que recientemente se ha resuelto esta tensión, así como algunas consideraciones para la eventual reformulación de la institución que origina esta tensión.
Abstract
This paper presents an analysis of the way in which the mechanisms held by the co-legislative bodies in the law-making process have been exercised in the context of discussions regarding the exclusive legislative initiative of the President of the Republic. It studies the existing tension between the Legislative and the Executive branches, the way in which this tension has recently been resolved, as well as some considerations for the reformulation of the institution that creates it.
