Este trabajo aborda la creación del Consejo Fiscal Autónomo en Chile y su institucionalización legal en nuestro ordenamiento jurídico. Se señala, por una parte, el papel de los consejos fiscales en el marco de política económica, los beneficios que significa la creación de estos consejos como control externo e independiente sobre la ejecución de la política fiscal que desarrollan los gobiernos, la experiencia chilena con un consejo fiscal asesor y las recomendaciones para fortalecer la institucionalidad fiscal mediante la creación por ley de un consejo fiscal autónomo. Por otra, se explica cómo el proceso legislativo permitió ir mejorando la propuesta originalmente presentada por el gobierno, señalando los cambios que fue sufriendo el proyecto en las diferentes instancias legislativas durante su discusión y aprobación.

This work addresses the creation of the Autonomous Fiscal Council in Chile and its legal institutionalization in our legal system. On the one hand,tackles the role of the fiscal councils in the political economy framework and the benefits of creating these councils as an external and independent control over the execution of the fiscal policy developed by the governments, the Chilean experience with an Advisor Fiscal Council and the recommendations for strengthening the fiscal framework with the creation of an Autonomous Fiscal Council by law. On the other, it explains how the legislative process allowed the proposal originally submitted by the government to be improved, pointing out the changes that the project was undergoing in the different legislative instances during its discussion and approval.
