Historia y características derecho parlamentario chileno
Resumen
El presente trabajo tiene por objetivo estudiar de forma resumida la evolución que tuvo el derecho parlamentario en el mundo, y principal- mente en nuestro país, para así tener un marco dentro del cual entender las características de las atribuciones y funciones del Parlamento chileno actual.
Es sabido que los cambios que ha sufrido el derecho parlamentario están muy vinculados a los devenires de la historia, de modo que para aproximarnos a este tema es necesario desarrollar algunos de los eventos políticos más relevantes de la historia del Chile independiente, a través de sus distintas Constituciones.
Considerando lo anterior, podremos observar correctamente las funciones, atribuciones y deberes del Parlamento chileno actual, junto con comprender la relevancia de la división de los poderes del Estado. Así, resulta evidente la necesidad de reflexionar sobre las normas que los distintos reglamentos, leyes orgánicas constitucionales y demás leyes ordinarias establecen respecto del Poder Legislativo, sobre todo considerando las álgidas discusiones políticas y legales que este tema genera.
Abstract
The purpose of this work is to briefly study the evolution that Parliamentary Law had in the world, and mainly in our country, in order to have a framework within which to understand the characteristics of the powers and functions of the current Chilean Parliament. It is known that the changes that parliamentary law has undergone are closely linked to the events of history, so that to approach this issue it is ne- cessary to develop some of the most relevant political events in the history of independent Chile, through its different Constitutions.
Considering the above, it will be possible to correctly observe the functions, powers and duties of the current Chilean Parliament, together with understanding the relevance of the division of the powers of the State. Thus, the need to reflect on the norms that the different regulations, constitutional organic laws and other ordinary laws establish regarding the Legislative Power is evident, especially considering the heated political and legal discussions that this issue generates
