Este trabajo contiene las bases generales relativas a las materias de ley de iniciativa exclusiva del Presidente contenidas en el art. 65 de la Constitución. Se describe, en primer lugar, la evolución de la norma y cuáles han sido los antecedentes constitucionales que han servido de base para el régimen actual. Además, se analiza el concepto de dicha institución, así como los elementos claves de interpretación que han aportado la doctrina y la jurisprudencia. Se menciona también la regulación en otras constituciones, y por último, se aportan puntos de vistas relativos a las discusiones sobre la materia en la doctrina actualmente.

This work contains basis generally related to the matters of law of exclusive initiative of the President contained in article 65 of the Constitution. First, it describes the evolution of the norm and what have been the constitutional antecedents that have served as the basis for the current regime. In addition, the concept of said institution is analyzed, as well as the key elements of interpretation provided by doctrine and jurisprudence. The fact that the regulation is mentioned in other constitutions, and finally and finally, points of view relative to the discussions on the subject in the current doctrine are reviewed.
